LCSB Structure and Terms of Reference

Purpose of the LSCB

  • Statutory body set out in Children Act 2004 to ensure multi-agency safeguarding is effective, timely and developmental.
  • LSCBs will have a particular statutory role: to ensure the effectiveness of the arrangements made by agencies to safeguard and promote the welfare of children.  To do this they will need to be able to form a view of the quality of local activity and challenge as required, speaking where necessary with an independent voice. Their place in local governance arrangements needs to provide them with a clear and distinct identity.  (taken from DfEs guidance –4/405)
